				<p><b><font size="+2">Chelsea City Council Regular Meeting<br>
						</font></b>November 5, 2002<br>
				</p>
				<p>The Meeting began with an Invocation by the Mayor. The Pledge of Allegiance was led by Col. Ritchie. Roll Call was next. Present were Mayor Niven, Councilman Boone, Councilman Ingram, Councilman Lovvorn, Councilman Niven, and Councilman Ritchie.  In the Approval of Minutes, the Mayor asked that the questions submitted by the CCAC be added to the minutes of the meetings.<br>
					<br>
					<b>COMMITTEE REPORTS<br>
					</b><i><b>Neighborhood Committee</b></i> &#150;Councilman Boone is concentrating his efforts on ordinance identification in preparation of the Chelsea Nuisance Ordinances.<br>
					<b><i>Beautification and Environmental Committee &#150; </i></b>Councilman Lovvorn reported that although the Beautification Project for Chelsea has begun, the rain is slowing things down for this as well as for progress on the park.  He is also trying to contact the State of Alabama to see if they will stagger Bradford Pear trees in our medians.  Councilman Lovvorn mentioned that he would be looking for committee members soon.<br>
					<b><i>Streets and Roads Committee &#150; </i></b>Councilman Ingram stated he is trying to work with the county on the stop signs for the McDonald's area.  He may need to take this issue up with the State.  Councilman Ingram is contacting local contractors to secure proposals for cleaning roadways, grass cutting, sweeping, etc.  <br>
					<b><i>Fire and Police Committee</i></b> &#150; A very excited Councilman Niven reported that the National Fire Prevention Week visitation went well.  Next, sixteen of our citizens have finished the 40 hour First Responders Course.  This number includes ten <a href="../../COP.html">C.O.P. volunteers</a>, three Explorers, and three others in our community.  We need to thank the C.O.P.'s for helping with traffic flow and for being visible on Halloween night to discourage vandalism.  There were fourteen volunteers (over half) helping major subdivisions.<br>
					<br>
					Awards were given to two <a href="../../COP.html">C.O.P.'s</a> who helped with Sheriff's Department arrests in the recent Chelsea burglaries. Five individuals were arrested due to the quick reporting of Donald Shirley and Rod Jones. Jay Jerman was given an award for National Volunteer Initiative of the Year. He is the founder of the C.O.P. program here in Chelsea, and has volunteered many hours over the past three years. All of the <a href="../../COP.html">C.O.P.'s</a> should be given special recognition!<br>

					&nbsp;<br>
					<b>MAYOR'S REPORT<br>
					</b>The Mayor has been out of town and was unable to answer questions sent in by the Chelsea Citizens Awareness Committee on October 31.  He reported he would answer these questions in full in two weeks.  <br>
					Mr.&nbsp;Mike Strong was introduced at this meeting.  Mr. Strong is the person who is donating the land for our new fire station on highway # 69.<br>
					<br>
					<b>COUNCIL BUSINESS<br>
					</b><i>1.	APPROVED</i> &#150; Suspension of prior rules to allow immediate vote on Resolution 02-11-05-105 to authorize the purchase of the property for the City of Chelsea.  This property is approximately ? acres plus a block building belonging to Chelsea Church of God.  The Mayor was given the authority to purchase this property for $40,000.  This triangle property is thought to be valuable in the future change of traffic flow where 39 and 47 intersect. <br>
					<i>2.	APPROVED</i> &#150; Annexation Ordinance X-02-11-05-201; property of Daniel and Dana Davis.  This property is outside High Chaparral on Highway 39. <br>
					<i>3.	APPROVED</i> &#150; Annexation Ordinance X-02-11-05-202; property of M.I. and Teresa Culpepper.  This property is located on County Road 335. <br>
					<br>
					<b>COMMUNITY FORUM<br>
					</b>1.	A citizen inquired if there was anything new regarding soccer fields.<br>
					2.	Bobbie Rich asked who and how the Beautification Project and the Parks &amp; Recreation areas would be maintained.  Also asked, how would jobs be posted?  The Mayor said they would look for contracts and these positions would be advertised. <br>
					3.	Rod Jones requested that all contractors who had purchased business license for Chelsea be given an opportunity to bid on City Work. <br>
					<br>
					<b>ADJOURNMENT<br>
					</b>Mayor Niven asked Councilmen Boone, Councilman Lovvorn, Councilman Niven and Councilman Ingram to continue to review ordinances of other cities and mark them up for use by the City of Chelsea.<br>
