				<p><b><font size="+2">Chelsea City Council Regular Meeting<br>
						</font></b>December 17, 2002<br>
					<br>
					<b>Call to Order</b></p>
				<p>The City Council Meeting began with an Invocation by Mayor Niven.</p>
				<p>The Pledge of Allegiance to the Flag was led by Col. Ritchie.  <br>
					Roll Call</p>
				<p>Present were Mayor Niven, Councilman Boone, Councilman Ingram, Councilman Lovvorn, Councilman Earl Niven, Jr. and Col. John Ritchie. <br>
					<br>
					<b>
					Approval of Minutes<br>
					</b>The minutes from the prior meeting were accepted. <br>
					<br>
					<b>Committee Reports<br>
						
						Neighborhood</b> &#150; Councilman Boone stated that because of the confusion over the time of the last meeting, he will try again for his inaugural meeting in January. This date and time will be posted on Chelseaetimes.<br>
					<b>Beautification and Environmental</b> &#150; Councilman Lovvorn stated they were almost finished with the beautification project along Highway 280. The Mayor reported the lights are now up at the new Chelsea Park and they are working on the restrooms. The County will now be helping with trees for this property.<br>
					<b>Streets and Roads</b> &#150; Councilman Ingram reported there were no new developments.  He is working on getting our roads cleaned up.<br>
					<b>Fire and Police</b> &#150; Councilman Niven said there was a work session with Chief Shirley on the transport after the Council meeting. This program will be voted on by the City Council in January. Some of the C.O.P. volunteers participated in an all day defensive driving class. This class was said to be great fun, but also very beneficial and informative. The next class will be in late January.<br>
					
					Councilman Niven reported that Lieutenant Adam Reeves was selected <i>Firefighter of the Year</i>. He is also in charge of EMS operations and the Explorer Program. Deputy Chief Mark Turner was given the Medal of Valor for going above and beyond the call of duty in risking his life last fall to save the life of another. He is also being nominated on a National Level.<br>

					&nbsp;<br>
					<b>Mayor's Report<br>
					</b>The Mayor is to meet on Thursday to go over Shelby County's Five Year Plan.<br>
					
					Karen Henderson has been hired as an Accounting Clerk to work three days a week.  Her responsibilities include helping with the Planning Commission Meetings, the files, notices, etc.  She will also help with the work Mark Herrington started regarding collecting sales taxes from all the work the developers are doing in our area by identifying vendor's to be sure proper taxes &amp; fees are paid to the City of Chelsea.<br>
					
					&nbsp;<br>
					<b>Council Business</b></p>
				<ul>
					<li type="disc">Annexation Ordinance X-02-12-17-204 Benson Properties, LLC
					<li type="disc">Annexation Ordinance X-02-12-17-206 Mike Strong
				</ul>
				<p>The rules were suspended unanimously to allow voting on the above Ordinances.  <br>
					&nbsp;<br>
					<b>Annexation Ordinance X-02-12-17-204 Benson Properties, LLC &#150; APPROVED &#150;</b> This property consists of Wayne's Best Barbecue, the new Silk Floral shop, and the Chinese Restaurant.  This will bring more revenue into the City of Chelsea.<br>
					&nbsp;<br>
					<b>Annexation Ordinance X-02-12-17-206 Mike Strong &#150; APPROVED &#150; </b>This property consists of 250 acres on Highway 69 (the West side of town &#150; on the other side of the street from the fire station) for a proposed subdivision. <br>
					<br>
					<b>Community Forum<br>
					</b>Mayor Niven addressed the following questions from CCAC.<br>
					&nbsp;<br>
					<b>1.	Question: </b>Please give us a report on the progress of installing the weather sirens.  <b>Answer:</b> The sites have been selected:  Pleasant Valley, Mt. Signal, and Forest Park.  The poles will be delivered by Alabama Power. The mounting and wiring will be done after the first of the year. <br>
					<b>2.	Question: </b>What is the progress in getting a solution to the safety of ingress and egress at McDonalds?  <b>Answer: </b>Doug Ingram has found that this is up to the City of Chelsea.  In January, Council will meet to pass ordinances pertaining to stop signs.  These plans will be run through the state and through a traffic engineer to be certain we are following the proper procedures. <br>
					<b>3.	Question: </b>Who makes up the Architectural Committee, what was the last meeting date, and how was the public notified of this meeting?  Answer: This Committee is made up of the Council and two persons from the Planning Commission.  The next meeting will be on the 19th to receive bids on City Hall.  They will be discussing the best form of financing and the best way to run the water line. The interest rate on the first loan on the City Hall property is 2.??%  This is a great rate. <br>
					<b>4.	Question: </b>Have you made a determination on what information regarding city finances are available to citizens?<br>
					<b>Answer: </b>The Mayor is still working on this.  <br>
					<b>5.	Question: </b>Will the City post on chelseaetimes.com?<br>
					a.	A written policy on notices of meetings to include Council, all committees, and work sessions.<br>
					b.	A list of the members of all committees and the committee functions.<br>
					c.	All public notices.<br>
					d.	If notice of meetings are posted on chelseaetimes.com, will the notice include the business to be conducted at the meeting?<br>
					<b>Answer: </b>Councilman Niven is working on a web site for the city of Chelsea.  He hopes to have this operational after the first of the year. Soon, this type of information will be available on this website. (Note: CCAC will ask chelseaetimes.com to monitor this posting and post the information on chelseaetimes.com.)<br>
					<b>6.	Question:</b> Are there any plans for recreation programs or facilities for youth and teens other than the baseball fields at the Highway #39 Park? <b>Answer: </b>The playground equipment is in place. They are working on the pavilion.  There will be four baseball fields and four tennis courts. We will have a Park Recreation Board and will have policies and procedures for this park.<br>
					<b>7.	Question: </b>Will there be a public hearing or comment period on the nuisance ordinance before the City Counsel votes on the ordinance? <br>
					<b>Answer:</b> The Mayor stated there will be discussions in meetings.  This is an ongoing process and all Council members who are working on these ordinances are working very hard.<br>
					<br>
					<b>ADJOURNMENT: </b>Councilman Ingram made motion to adjourn the meeting. There was a meeting of the Nuisance Ordinance Committee following this meeting.<br>
