					<p><b><font size="+2">Chelsea City Council Regular Meeting<br>
							</font></b><i><b>January 21, 2003<br>
							</b></i>&nbsp;<br>
						<i><font size="-1">The Chelsea Citizens Awareness Committee (CCAC) prepared this information to distribute to those participants who have asked to receive the information. The information presented below is CCAC members understanding of the action taken by the City Council on the date stated below, and not the official minutes of the Council meeting.  CCAC members attending the meeting were:  Lori Cheney, Mark Herrington and Bob Nix.<br>
							</font></i></p>
					<p><b>Call to Order&nbsp;<br>
						</b>1.	The City Council Meeting began with an Invocation by Mayor Niven.  <br>
						2.	The Pledge of Allegiance to the Flag was led by Col. Ritchie.<br>
						<br>
						<b>Roll Call</b> (Council Members are: Allen Boone (Neighborhood), Doug Ingram (Streets &amp; Roads), Jim Lovvorn (Beautification &amp; Environmental), John Ritchie (Annexation), Earl Niven Jr. (Fire &amp; Police), and Mayor Earl Niven.<br>
						1.	Councilmen present: Doug Ingram, Jim Lovvorn, Earl Niven Jr., John Ritchie and Mayor Earl Niven.<br>
						2.	Councilmen absent: Allen Boone<br>
						<br>
						<b>Approval of Minutes<br>
						</b>1.	The minutes from the prior meeting were accepted. <br>
						<br>
						<b>Committee Reports</b> (Councilmen reports)<br>
						<br>
						<b>Neighborhood</b> &#150; As Councilman Boone was not present, there was no report in this area.<br>
						<b>Beautification and Environmental</b> &#150; The Mayor stated the park on Highway 39 (presently named Chelsea Recreational Park) was getting ready to turn the lights on their walking trail. The restrooms are almost complete, and they will begin work on the pavilion. As far as the Chelsea Beautification Project, this was near completion, with only areas of the sprinkler system to contend with.<br>
						<b>Streets and Roads</b> &#150; Councilman Ingram reported there were no new developments.<br>
						<b>Fire and Police</b> &#150; Councilman Niven had no report, only thanks for the passing of the medical transport resolution. (See prior meeting notes from January 7.)<br>
						<b>Annexation</b> &#150;  Col. Ritchie stated Shelby Forest Estates is considering being annexed into the City. There will be a meeting at the Middle School Cafeteria on February 11, 2003. The Mayor has been invited to attend. See Council Business below for other information.<br>
						&nbsp;<br>
						<b>Mayor's Report<br>
						</b>Mayor Niven reported that there had been a complaint by the Huddle House on the recent landscaping and that this would be addressed.<br>
						&nbsp;<br>
						<b>Council Business<br>
						</b>1.	Annexation Ordinance X-03-01-21-209: Norman Saia, Jr. <br>
						<br>
						The rules were suspended unanimously to allow immediate consideration on the above ordinance.  <br>
						&nbsp;<br>
						<b>APPROVED</b> - Annexation Ordinance X-03-01-21-209: Norman Saia, Jr. &#150; This property is in Forest Park.  There is a 10' strip of Shelby County City Park which belongs in Chelsea, to allow for contiguous property in this area.  This ordinance was passed by unanimous vote.<br>
						<br>
						<b>APPROVED</b> &#150; There was a resolution approved to allow the Chelsea Fire Department to purchase four self-contained breathing units (air packs).  This resolution passed unanimously.<br>
						<br>
						<b>Community Forum<br>
						</b><i>The following questions were hand delivered to the Mayor on January 16, 2003.<br>
							<br>
						</i><b>Request</b>: Does the City have a master plan for development?<br>
						<b>Answer</b>: Presently there is a skeleton plan. In the next two years, the City will develop a more comprehensive plan.<br>
						<br>
						<b>Request</b>: Have you made a determination of what information on city finances are available to citizens? <br>
						<b>Answer</b>: Any Citizen can contact Mayor Niven and he will furnish information he considers required by law. Mayor Niven stated he did not want to publish this information.<br>
						<br>
						<b>Request</b>: Do you have a completion date on the weather series?<br>
						<b>Answer</b>: No completion date at this time.<br>
						<br>
						<b>Request</b>: Will the City post on its web page, a written policy on notices of meetings to include; Council, Planning Commission, all committees, and work sessions?<br>
						<b>Answer</b>: All public meeting dates will be published on the City web site when it is up and running. This should not be long.<br>
						<br>
						<b>Request</b>: Has either of the Chelsea Schools requested any financial assistance from the City of Chelsea?<br>
						<b>Answer</b>: Yes, requests are received for funds for various needs. Shelby County and the State are responsible for the financial needs of the schools.<br>
						<br>
						<b>Request</b>: What financial assistance has the City provided the Schools?<br>
						<b>Answer</b>: $150,000 over the last 4 years. $20,000 is in the budget this year for the each school.<br>
						<br>
						<b>Request</b>: Does the City have information as to the capacity of the private sewage treatment plant and the planned use of this capacity? <br>
						<b>Answer</b>: 1.5 million gallons a day. This should provide for the needs of Chelsea for the next 10-15 years.<br>
						<br>
						<b>Request</b>: Is there a minimum flow level required in the creek before the sewerage treatment plant can discharge into the creek? <br>
						<b>Answer</b>: The Mayor does not know. To date, none has been discharged in to Yellow Leaf Creek.<br>
						<br>
						<b>Scheduled Meetings:<br>
						</b>The Mayor introduced Joe Halbrook (sp) from Richardson Construction. On Thursday, January 23, there will be a meeting with the attorney to develop a preliminary construction contract for construction of the City Hall for presentation to the City Council.<br>
						<br>
						Councilman Boone will hold a Neighborhood Meeting on January 27th at 7:30 p.m.  <br>
						<br>
						A question was asked regarding the recycle bin at the Chelsea Elementary School. Who should be called when this bin is full and things are being left all over the grounds? There was no clear answer on this. You should try the Shelby County Board of Education or the Elementary School itself for this answer.<br>
						<br>
						<b>ADJOURNMENT:</b> Col. Ritchie made the motion to adjourn the meeting.  <br>
