					<p><b><font size="+2">Chelsea Planning Commission Meeting<br>
							</font></b>March 24, 2003</p>
					<h5>The Chelsea Citizens Awareness Committee (CCAC) prepared the following information to distribute to those persons who have asked to receive this information. This information was recorded by a CCAC member and is his or hers understanding of the action taken at this meeting. These are not the official minutes of the meeting.</h5>
					<p><i><font size="-1">The information below is from the Work Session as well as the Planning Commission Meeting.</font></i></p>
					<p><b>Call to Order&nbsp;&#150;</b> The meeting began with an Invocation and the Pledge of Allegiance to the United States of America Flag </p>
					<p><b>Roll Call</b> &#150; The Planning Commission Members are Mr. Andy Wallace (Chairman), Ms. Jackie Boulware, Mr. Mark Lindsey, Mayor S. Earl Niven, Col. John Ritchie, Mr. Neal Shirley, Mr. Rusty Efferson, Mr. Keith Roberts, and Mr. Bob Wanninger<br>
						All were present except Rusty Efferson, Col. John Ritchie, and Keith Roberts <br>
					</p>
					<p><b>Approval of Minutes</b> - The minutes from the prior meeting were approved. </p>
					<p><b>Chairman's Report</b></p>
					<ul>
						<li type="disc"><b>Rewrite Subdivision Regulations</b> &#150; Chelsea originally accepted the County Subdivision Regulations.  As Chelsea is growing, the need has come for these regulations for be modified for the uniqueness of Chelsea.  Chairman Andy Wallace is asking for volunteers from the Commissioners to be a task force and work with Farmer on this project
						<li type="disc">Also, <b>Chairman Wallace asked</b> that this task force look at a couple of points in the zoning regulations
						<li type="disc"><b>The Mayor stated he needed guidance</b> in establishing City fees.
					</ul>
					<p><b>Committee Reports</b>:  None</p>
					<p><b>Commission Business</b></p>
					<ol>
						<li type="1"><b>Public Hearing</b> &#150; <b>Emerald Parc </b>&#150; Rezoned from AR to R1 &#150; (This is 31 lots (15 lake lots) consistent with existing lots.  These homes are expected to sell between $200-$250 or $280 and up for lake lots.  This is a continuation of current R1 zoning with 1,825-2,100 sq.ft.) - Approved with Commissioner Shirley abstaining from the vote.
						<li type="1"><b>Public Hearing &#150; Chelsea Farms</b> &#150; Mike Strong &#150; Rezoned from AR to R1 (This is 52 lots joining Highway 69. There are 13 lots under the 20,000 sq. ft. minimum required for R1. He requested a variance for these 13 lots.  These houses will be three sides brick and will sell for approximately $177,000 each.  1,650 sq.ft. average) &#150; Approved Unanimously
						<li type="1"><b>Peter &amp; Ivey Young &#150; Charob Lake Family Subdivision</b> &#150;This tract of land was transferred to a family member) - Approved Unanimously
						<li type="1"><b>Hodgens Estates &#150; Final Plat approval</b> &#150; (Survey identification) - Approved Unanimously
						<li type="1"><b>Twin Oaks &#150; Resurvey Lot 23 &amp; 24</b> &#150; (Two lots going to one lot) - Approved Unanimously
						<li type="1"><b>Forest Lakes &#150; Sector 4 </b>&#150; Preliminary plat and construction plans &#150; (Corrected and resubmitted with details) - Approved Unanimously
						<li type="1"><b>Bill Kirkwood &#150; Request to divide 3+ acres and sell 1 acre</b> &#150; (Inadequate in detail. Will continue due to investigation of subdivision rules) - Voted to Continue
						<li type="1"><b>Chelsea Park &#150; Commercial track</b> &#150;This is a 41 acre commercial tract) - Approved Unanimously (Subject to minor technical detail)
						<li type="1"><b>Chelsea Park &#150; Sectors 2 &amp; 3 Preliminary plat and construction plans</b> &#150; (Sector 2 has 74 lots of patio homes. Sector 3 has 94 town homes. Chelsea Park has 190 lots in the first sector.They are working on the final lake design.  Subject to minor corrections, retention, and lake and dam review this was Approved.
						<li type="1"><b>Southern Installations &amp; Services &#150; Office/warehouse reviewed</b>: &#150; (This needs a preliminary plat of the entire area.  Need more information regarding intentions. Will need to continue until further clarification.)  Voted to Continue
						<li type="1"><b>Yellowleaf Ridge Estates &#150; Resurvey Lots 235, 236 &amp; 237</b> &#150; (Three lots into two lots.  This is subject to minor revisions) - Approved Unanimously
						<li type="1"><b>The Estates of Forest Parks &#150; Norman Saia &#150; Resurvey Lot 3</b> &#150; (There was a vote to table this as it has been continued and still has no representation. See last meeting notes.) &#150; Vote was to table this Motion
						<li type="1"><b>Chesser Highlands &#150; Gonzalez-Strength &#150; Preliminary plat</b> &#150; (This is an addition to Chesser Plantation, consisting of two phases.)  Phase 1 has 90 lots and phase 2 has 85 lots.  Minimum lot frontage 60 feet.  Approved Unanimously
						<li type="1"><b>Lynal Chappell &#150; High Chaparral Lot 14</b> &#150; (This is due to confusion with the developer and builders in High Chaparral.  They voted to give a variance of 14' on the front and 4' on the east side of this home.  It is over 60' from the road.) - Approved Unanimously<br>
							The following two were added to the original agenda at this meeting
						<li type="1"><b>Liberty Cove &#150; request to rezone from AR to R1</b>.  This is a Greenhill Construction project off Liberty Road.  This area backs up to Countryside.  17.8 acres.  The application was accepted.  Adjacent property owners will be contacted and this will be posted.  Approved Unanimously 
						<li type="1"><b>Commissioner Neal Shirley &#150; request to rezone from AR to R1</b> (residential development) off Highway 36 &amp; 69. 8.67 acres. This will provide a second entrance to Winstone development. This application was accepted. Adjacent property owners will be contacted and this will be posted. Approved by all except Commissioner Shirley who abstained.
						<li type="1"><b>Remington Dean asked to address the Planning Commission</b>. He has 30 acres adjacent to the City Hall tract. He met with Mr. Handley and saw the current plans for the Chelsea City Hall. These plans caused some concern on his part regarding the Weldon Road right-of-way. The Mayor gave assurance that the right-of-way will still work for him, however he felt he needed to make his plans known with urgency, due to the ongoing construction of City Hall. Mr. Dean proposes to develop 10 tracts from between 1-1/2 to 4 acres. This area is surrounded by the City, Twin Oaks and Yellowleaf subdivisions. He plans to have a picnic area with a sidewalk to the park at City Hall. He also is planning much waterscaping and ponds in the 100-year flood plan with waterfalls and a gristmill.<br>
