					<p><b><font size="+2">Chelsea Planning Commission Meeting<br>
							</font></b>June 2, 2003</p>
					<h5>The Chelsea Citizens Awareness Committee (CCAC) prepared the following information to distribute to those persons who have asked to receive this information. This information was recorded by a CCAC member and is his or hers understanding of the action taken at this meeting. These are not the official minutes of the meeting.</h5>
					<p>The information below is from the Work Session as well as the Planning Commission Meeting.</p>
					<p><b>Call to Order</b></p>
					<ul>
						<li type="disc">The meeting began with an Invocation and the Pledge of Allegiance to the United States of America Flag.
					</ul>
					<p><b>Roll Call</b></p>
					<p>The Planning Commission Members are Mr. Andy Wallace (Chairman), Ms. Jackie Boulware, Mr. Rusty Efferson, Mr. Mark Lindsay, Mayor S. Earl Niven, Col. John Ritchie, Mr. Keith Roberts, Mr. Neal Shirley, and Mr. Bob Wanninger. All were present except Col. Ritchie and Keith Roberts.</p>
					<p><b>Approval of Minutes</b></p>
					<ul>
						<li type="disc">The minutes from the prior meeting were approved. 
					</ul>
					<p><b>Chairman's Report:</b>  None<br>
					</p>
					<p><b>Committee Reports:</b>  None</p>
					<p><b>Commission Business</b></p>
					<ol>
						<li type="1">Charles Birchfield &#150; Request of a variance in Countryside at 349 Timber Trail &#150; Mr. Birchfield requested an extension on his driveway.  Countryside restrictions states no RV's etc. may be parked in the front yard for over 7 days in a residential district. This variance was unanimously denied.
						<li type="1">Murphy &amp; Johnson Inv. Co &#150; Request for rezoning for 58-15-03-05-17 from A-R to R-1. &#150; This approximate 17-1/2 acre property is located off Highway 36 next to Winstone. This application was unanimously accepted and a public hearing will be held.
						<li type="1">Jackie Davis &#150; Surveying Solutions &#150; Resurvey of Lot 5 &#150; Foothills of Chelsea &#150; This is subdividing one lot into two lots, commercial.  Currently ASI Stone is on this property. This was unanimously approved.
						<li type="1">Stan and April Willis &#150; Request for rezoning for 41 Weldon Drive from A-R to B-2. &#150; This .48 acres is near the new City Hall/Twin Oaks.  The Willis' requested this for a small business. The application was approved unanimously.
						<li type="1">Public Hearing &#150; Randy Greenhill &#150; 09-7-35-0-004-004.000 Located on Liberty Road &#150; Rezoning from AR to R1 &#150; (See last month) &#150; There were many homeowners speaking out of this rezoning.  Chairman Andy Wallace summarized complaints; 1) density of homes, 2) traffic, 3) not similar to housing in Countryside, 4) fears of impact on property values. Leslie Withoft also spoke on behalf of the Chelsea Schools, warning there would be no room for children in these proposed new developments. Chairman Wallace stated this was a school board issue, and not for the Planning Commission. &#150;  Mayor Niven, Neal Shirley and Bob Wanninger voted for; Andy Wallace, Jackie Boulware, Rusty Efferson and Mark Lindsay voted against. &#150; This rezoning was denied.
						<li type="1">Public Hearing &#150; Neal Shirley &#150; A parcel of land situated in Section 7 Township 20 South Range/West. The property is near the intersection of Hwy. 36 and Hwy. 69. Rezoning from A-R to R-2 (residential).  (See last month)  This property consists of 8.67 acres.  Mr. Shirley plans to develop this along with the Black property (see item 9) which will develop another entrance into Winstone. There are to be 13 lots. There were no objections from adjacent property owners. This was approved by all except Neal Shirley who had to abstain from voting.
						<li type="1">Public Hearing - Norman Saia, Jr. &#150; Request for a variance for Lots 3, 3A and 3B for road frontage on Woodbury Drive.  (See last month)  It was decided that this is not a City issue, but a property owner issue.  No action was taken.
						<li type="1">Public Hearing - S.S. Swiney &#150; Rezoning Request for 09-7-25-0-001-019.000 and 09-7-25-0-001-019.003 from AR to B2. (See last month)  B2 is commercial. This property is located off old Highway 280, adjacent to commercial property near Chelsea Antiques, between 440 &amp; 39.  18 acres &#150; 3 parcels. This was approved by all except Mark Lindsay who is concerned with the sprawl of Chelsea commercial areas impeding on residential   houses.
						<li type="1">Public Hearing - Edward Murphree &#150; Rezoning Request for 09-8-34-0-001-014.000, 09-8-34-0-001-021.001, and 09-8-34-0-001-021.000 from AR to OI.  OI means office institutional.  (See last month)  This request brought some opposition, however before a vote could take place, the tornado sirens went off and this vote will take place next Monday, June 9th at a continuation of the Planning Commission meeting.
					</ol>
					<p><i>These will be voted on at the continuation meeting next Monday, June 9th.</i></p>
					<ol>
						<li type="1">Public Hearing - T-Mobile &#150; Susan Donovan - Request for communication tower on property owned by James Braden.  During the work session, there was some concern if all adjacent property owners had been notified.  The Mayor stated they were, however for clarification; adjacent property owners must be notified in addition to putting up a notice of public hearing. As there had been some discussion in the past regarding these notices, the Mayor stated they are now 2' x 3' and blue and white. They will be placed at the front of the area that action by the Planning Commission is requested.
						<li type="1">Public Hearing - Robert &amp; Mary Black &#150; A parcel of land containing 25.76 acres situated in Section 5 &amp; 6 Township 20 South Range 1 West. Rezoning from A-R to R-2.  (See last month)
					</ol>
					<p><i>These items were added after the Agenda was typed - </i></p>
					<ol>
						<li type="1">Jackie Davis &#150; Yellowleaf Sub-division resurvey Lot 204, 205, 206.  This motion was to change these three lots into one lot for a residence.  This was approved unanimously.
						<li type="1">Emerald Parc &#150; Preliminary Plat and Construction Plans. This was approved subject to the review of engineering. (Neal Shirley abstained)
					</ol>
					<p><b>Adjournment:</b></p>
					<p>As stated above, this meeting was adjourned due to tornado warnings and will be continued next Monday night, June 9th.<br>
