The Chelsea Citizens Awareness Committee (CCAC) prepared the following information to distribute to those persons who have asked to receive this information. This information was recorded by a CCAC member and is his or hers understanding of the action taken at this meeting. These are not the official minutes of the meeting.
Call to Order
The City Council Meeting began with an Invocation by Mayor Niven. Councilman Niven, Jr. led the Pledge of Allegiance to the United States of America Flag.
Council Members are: Doug Ingram (Streets and Roads), Jimmy Lovvorn (Beautification and Environmental), Earl Niven Jr. (Fire and Police), Mayor Earl Niven and Col. John Ritchie (Annexation). Col. Ritchie was absent.
Approval of Minutes
The minutes from the meeting of June 17, 2003 were approved unanimously.
Committee Reports (Councilmen reporting)
Streets and Roads Committee – No report.
Beautification and Environmental Committee – Receiving bids for a fence at the back of the playground at Chelsea Park. Also mentioned was the "Chelsea parking lot" along 280 it now has no parking signs. Cars will now be tagged and towed.
Fire and Police – They are in the final stages of drafting a plan for the contract between the Fire Department and the non-Chelsea residents. The grace period ends in September. Progress is being made on the new Chelsea Fire Station #32. The COP’s were able to see the new speed sign that the City will be implementing in August, at their last meeting.
Annexation – No report.
Mayor's Report
Kings Ranch (Dayspring Road) would like to have the City sponsor a Hannah House. The area would need to be annexed into the City. This will be a discussion for the City Council.
A public hearing on the rezoning request of Shirley, Swiney and Black recommended by the Planning Commission will be July 15th.
Council Business
Ordinance 03-07-01-220 First reading – rezoning Randy Greenhill property – This ordinance was recommendation by the Planning Commission. This property is located off Liberty road and joins Countryside Subdivision. Planning Commission recommended the property be rezoned from AR to R1 with the amendment of a required 100' lot width at the building line. The Council voted unanimously to set a public hearing. A public hearing was set for August 5 (Tuesday.)
Appointment of Council members to fill vacancy – Since Councilman Boone resigned to take a job out of state, the procedure was begun to replace His chair. Of four persons who had expressed interest, the first person on the list was Richard A. Conkle. This gentleman may be better known as Coach Conkle. Coach Conkle was in education here in Chelsea for 35 years. He was voted in unanimously. Oath of Office will be administered on July 15th.
Chief Wayne Shirley reported regarding the deliberators that have been placed in the schools, City Hall and the COP patrol car. He hopes to instruct the remaining COP members, along with City Hall personnel in the proper use of these machines in the near future. His goal is then to instruct the Chelsea principals and sports program staff. If there is enough interest, he would like to hold public classes so everyone interested can learn how to operate these life saving devices.
Community Forum
Mary Herrington complimented the Chelsea ambulance service. They have delivered five patients so far in their new transport vehicle. She also inquired as to the status on the Senior Citizen's Center. Mayor Niven said he had met with the inspectors today. As this building was built in the 1950's, they have run into some electrical and plumbing problems due to the current codes. They are now hoping to open this around the first of August.
Linda Carter inquired as to the 280 Water Project. Mayor Niven is meeting in the morning with engineers. They are working on tank design for this 750,000 water tank.
