					<p><b><font size="+2">Chelsea City Council Regular Meeting<br>
							</font></b>August 19, 2003</p>
					<h5>The Chelsea Citizens Awareness Committee (CCAC) prepared the following information to distribute to those persons who have asked to receive this information. This information was recorded by a CCAC member and is his or hers understanding of the action taken at this meeting. These are not the official minutes of the meeting.</h5>
					<p><b>Call to Order</b></p>
					<ul>
						<li>The City Council Meeting began with an Invocation by Mayor Niven. &nbsp;Col. John Ritchie led the Pledge of Allegiance to the United States of America Flag. 
						<li>Council Members are: Richard Conkle, Doug Ingram (Streets and Roads), Jimmy Lovvorn (Beautification and Environmental), Earl Niven Jr. (Fire and Police), Mayor Earl Niven and Col. John Ritchie (Annexation).
						<li>Councilmen Ingram and Councilman Lovvorn were not in attendance.
					</ul>
					<p><b>Approval of Minutes</b></p>
					<ul>
						<li>The minutes from the meeting of August 5, 2003 were approved unanimously.
						<li><b>Committee Reports</b> (Councilmen reporting)
						<li><b>Neighborhood Committee</b> &#150; Councilman Conkle is looking for a member of each subdivision to take up where Alan Boone left off.
						<li><b>Beautification and Environmental Committee</b> &#150; Some of the bushes and trees planted during the Beautification Project have been replaced.
						<li><b>Streets and Roads Committee</b> &#150; No report.
						<li><b>Fire and Police</b> &#150; Councilman Niven and Fire Chief Wayne Shirley are making good progress on the fire contract.  They will bring this before the Board for review, it will then go to the attorney and finally to the public. The upcoming budgets are being worked up for the Fire Department and the C.O.P.'S. Program.  There has been positive feedback regarding the radar sign in the neighborhoods.
						<li><b>Annexation</b> &#150; See below.
					</ul>
					<p><b>Mayor's Report</b></p>
					<ul>
						<li>The Mayor stated it was time to retire the flag on the old Weldon store.
						<li>There have been some code problems with the lodge. Councilman Conkle is looking into programs for the seniors. The City will be receiving a $20,000 grant for Senior Adult programs. This money will be spent on equipment and parking improvements.
						<li>On August 27 at the Pelham Civic Center the Greater Shelby County Chamber of Commerce will be hosting Chelsea. There will be 20 tables set up for displays.  Currently the Mayor has nine businesses enrolled.  This is free for the businesses in the city limits of Chelsea.
						<li>The Mayor is looking over the budget for next year. There will be a meeting after the next council meeting to go over the rough draft. They will need to anticipate the costs of the new City Hall, as they expect to be in at least five of the months for next year.
						<li>Footings for columns for the new City Hall are being dug. We should see steel standing next week.
					</ul>
					<p><b>Council Business</b></p>
					<ul>
						<li><b>Annexation Ordinance X-03-08-19-224</b> Wesley Bowden &#150; This property includes the Huddle House, Chevron and Express Lube.  This will financially benefit the City of Chelsea.  The rules were suspended to allow immediate vote.  This ordinance was approved unanimously.
						<li><b>Annexation Ordinance X-03-08-19-225</b> Carolyn Niven, etc. al. &#150; This property is 500-700' from Highway 39 by Kay Springs, approximately 23-24 acres off Glen Mary Lane.  This ordinance was approved unanimously.
						<li><b>Resolution 2003-08-19-119</b> Lawn maintenance agreement with Shelby County Commission. &#150; This resolution pertains to the lawn care and the park care in Chelsea.  There were three bids, with the Shelby County Commission as low bidder at plus $15,000 per year. This will include cleaning of restrooms, hauling garbage, maintaining shrubs, etc.  This does not include chemical treatments.  This is a One year contract.  This resolution was approved unanimously.
					</ul>
					<p><b>Community Forum</b></p>
					<ul>
						<li>There was a question regarding the sewer system for City of Chelsea.  The Mayor explained this was not for the City of Chelsea, however there are engineers designing the sewer for the City Hall. 
						<li>There was question regarding the next Board of Education Meeting.  I could not find this information, however the phone number is 205/682-7047.
						<li><b>Fire Dues</b> &#150; When will persons outside the city limits find out about rates for fire protection?  Councilman Niven stated the year will be from January to December so the rates will take place in January.  These persons will hopefully be notified by the end of October.
					</ul>
