Chelsea Planning Commission Meeting September 22, 2003
The Chelsea Citizens Awareness Committee (CCAC) prepared the following information to distribute to those persons who have asked to receive this information. This information was recorded by a CCAC member and is his or hers understanding of the action taken at this meeting. These are not the official minutes of the meeting.
Call to Order
The meeting began with an Invocation and the Pledge of Allegiance to the United States of America Flag.
Roll Call – The Planning Commission Members are Mr. Andy Wallace (Chairman), Ms. Jackie Boulware, Mr. Rusty Efferson, Mr. Mark Lindsay, Mayor S. Earl Niven, Col. John Ritchie, Mr. Keith Roberts, Mr. Neal Shirley, and Mr. Bob Wanninger. All except Mayor Niven and Mark Lindsay were in attendance.
Approval of Minutes
The minutes of August 25th, 2003 were approved.

There will be classes held this fall by the Alabama Planning Institute

Commission Business
Public Hearing – Rodney Davis – Rezone parcel 15-4-17-0-000-008.002 from A-R to R-1 continued from last month. This property adjoins Emerald Parc, Chelsea Acres South and Royal Forest. This is approximately eleven acres in which the developer intends to have 10-11 lots. This rezoning was amended to read E-2 instead of R-1. There was some discussion from the floor regarding the lot size, traffic concerns and covenants. Several residents of Chelsea Acres South stated they were told these would be acre lots or larger. They were also concerned that the entrance would be through Chelsea Acres South. Most of these lots are ? acres, 150' wide. The new entrance will be out Highway 69 outside Emerald Parc below the power line. This subdivision will follow the covenants at a minimum, with houses being three sides brick. One other issue was who would be responsible to repair roads if they are torn up by construction crews. This would be the developer's responsibility. This rezoning was approved by all in attendance, except by Keith Roberts.
Greenbriar @ Chelsea Farms –Final Plat – Mike Strong asked that this name be officially changed to Lime Creek at Chelsea Preserve. There are to be 11 lots, some with variances. This final plat passed unanimously.
Connor Farmer – Lakewood – Preliminary Plat & Construction Plans Phase 1 - All gave approval pending the rezoning decision by the City Council scheduled for October 5th.
Forest Lakes – Sector 11 This property is down Highway 43. Accepted.
Michael Vinson – Foothills – Lot 5A Plot Plan – No action was taken at this time because lack of representation.
Bo Brannen – Variance Application for property between Hwy 280 and Co. Road 440 – Commercial property fronts Highway 280 and the back is on Highway 440. The application was for a mobile home to be placed on the property, however there was some confusion. This vote will be continued until Bo Brannen is present or can answer questions. They will reschedule this vote for the October meeting.
There was an interesting presentation made by a Chelsea Citizen, Joe Craddock who is concerned about the site distances (where you approach a public road from a subdivision) in some Chelsea developments. He listed twelve subdivisions (High Chaparral, Yellow Leaf, Glynn Hollow, Brookchase, Twin Oaks, Hunter Hills, Windstone, Ashton Woods, Windstone 2, Cameron Woods, Shelby Forrest and Countryside) which do not meet regulations. Some of these are grandfathered in because of age, however he wanted to make the Planning Commission aware of these rules that are supposed to be checked and approved by the County.
