The Chelsea Citizens Awareness Committee (CCAC) prepared the following information to distribute to those persons who have asked to receive this information. This information was recorded by a CCAC member and is his or hers understanding of the action taken at this meeting. These are not the official minutes of the meeting.
The Chelsea City Council held a called meeting at 12 noon on December 19, 2003. Members of the Council who were absent were Earl Niven, Jr. and Doug Ingram.
The Mayor opened the meeting with prayer and Col. Ritchie led the Pledge of Allegiance.
The business consisted of three items:
Resolution 03-12-16-124 which concerned the sewer from Hwy 280 to City Hall. The low bid was by Mike Rice for $132,924.00. A motion to accept this bid was made by Col. Ritchie with Richard Conkle seconding the motion.
A voice vote was taken and the resolution passed unanimously.(Note 2)
Resolution 03-12-16-125 which concerned additional charges for work done on the Senior Adult Center which increased the cost by $13,962.00. Some of these monies will be reimbursed from the $20,000 grant from Shelby County. All work on this facility is complete and furnishings will be next. Richard Conkle made a motion that these charges be accepted with Jimmy Lovvorn seconding the motion. A voice vote was taken and the resolution passed unanimously.( Note 1)
Resolution 03-12-16-126 which concerned the additional expenditure to put a metal roof on the City Hall rather than a shingle roof. The additional cost would be $44,170 and it was felt that the metal roof would last longer and be easier to maintain which compared to a shingle roof. The architect has suggested that there are two shades of gray which would be appropriate. The Mayor said he liked the slate gray because it matches some of the gray shades in the brick. Jimmy Lovvorn made a motion that the resolution be approved with Richard Conkle seconding. A voice vote was taken and the resolution passed unanimously.(Note 2)
All business being completed, Col. Ritchie made a motion for adjournment with Jimmy Lovvorn seconding the motion.
Note 1: On October 15, 2002 the Council approved a renovation contract with S & B Home improvements for $47,239. This contract was approved without complying with the requirements for contracts over $50,000.
Note 2: This brings the cost of the City Hall to in excess of $3,150,000.
